- **Translator**: Switched from parsing plaintext `.ast` files to directly importing `@sourcegraph/scip-typescript` to deserialize `index.scip` binary protobuf payload, verifying modifications at the source SCIP index.
- **Historian**: Completely abandoned the previous Javascript cosine_similarity UDF in favor of initializing the official native C-extension via `npm:sqlite-vec`. Implemented correctly into `jsr:@db/sqlite` by enabling extension loading and querying `vec_distance_cosine()` with Uint8Array wrapping for zero-copy SQLite BLOB inserts.

- `historian.ts`: Implemented dynamic search string generation from `git diff` and utilized `jsr:@db/sqlite` with a custom UDF for cosine similarity to query `docs_graph.sqlite` and `telemetry_graph.sqlite` blobs extracted from the `meta-state` branch.
- `analyst.ts`: Implemented dynamic MTTR calculation by delta'ing git commit timestamps against `telemetry` Git Note payloads.
- `translator.ts`: Cross-referenced `git diff` output with `.ast` files in `.forum/ast/` to generate true structural documentation drift proposals.
- Strictly adhered to the Zero-Token Rule, filtering output payloads to contain only actionable distillation instead of raw blobs.
- Enforced graceful degradation across all agents, utilizing `try/catch` wrappers for missing tools or artifacts.

Refactored the `.forum/src/install_hooks.ts` initialization script to utilize a robust configuration array (`REQUIRED_TOOLS`) for verifying system dependencies, correctly distinguishing between hard requirements (Git, Deno, NPM) and optional tools that log warnings (tree-sitter, semgrep, scip-typescript, madge, stryker).
Additionally improved the status reporting when initializing the `meta-state` orphan branch by using non-mutating `git ls-tree` to read and display the exact status (`[✓] Found`, `[+] Freshly Initialized`, `[~] Replaced`, `[!] Missing/Warning`) of all required branch components (`tasks/`, `ontologies/`, `vectors/`, `transitions.json`), ensuring no unintended new placeholder stubs are created in the process.
